CHEM is an Early Developmental Delay Service Agency. It offers services by a team of qualified and registered Early Steps Providers, Certified Therapist, and Special Educators. CHEM was founded in 1999 as an Early Developmental Program. Its founder and Program Director, Dianee Chang, is a long time provider of Early Steps in Miami Dade County. Dianne Chang is a graduate of Southeast Missouri State University. She holds a Bachelor’s degree in Varying Exceptionalities (VE) and a Master of Arts in Special Education Specializing in Mentally Retarded (MR). Dianee has worked as both a home visit (natural environment) and classroom special educator with children of ages 0-3 and with private clients ages 3-7
