Education: Bachelor of Arts, University of California, Berkeley, California           Major: Sociology. Minor: Mathematics.
Continuing education: Golden Gate University and other institutions on insurance, risk management and safety management.
Employment: 1977 - present. Darrell Heppner Risk Management Services, Inc., Founder. San Leandro, CA.  Our risk management programs are built on three risk management principles: number one is prevention including risk control and risk transfer. Number two is prompt professional claims management for those accidents and injuries that can’t be prevented, including prudent resolutions and settlements. Number three is providing outstanding leadership reflecting the corporate culture.
For California public agencies in pools/joint powers authorities, successful leadership was achieved by providing tailor-made service to the executive committee, board of directors, and the member agencies including their major departments. . Here’s thumbnail sketch of two pool clients:
1977 - 2006 MCRMA (Marin County Risk Management Authority began with             six cities and self-insured workers’ compensation coverage. The program grew     by        tripling membership and adding programs: liability, property, safety and loss      control. In 1999, the board of directors approved a merger with a larger risk pool over      next five years. The annual assessments were $6,000,000 with assets of over $22,000,000.
1986 - 2003 FDAC-FASIS In 1984 this joint powers authority started a self-  insured workers’ compensation program for fire districts statewide with twelve fire districts. In 1986          I was engaged by the executive committee retrofit and manage the revised program. In 2003 there were over 200 member agencies included several countywide consolidated) fire districts with an annual premium in excess of $7,000,000 and assets of over $16,000,000.
1998 - present: Contract risk manager for the Town of Corte Madera reporting to the Director of Finance and Administrative Services.
Employment prior to 1977:  My post college employment included insurance underwriting, insurance supervisor and the general manager of a California insurance agency with 50 employees, reporting to the president and CEO,
Special activities 1977 – present:
Presentation: Disability Prevention Program: enterprise risk management program for employees from pre-hiring to retirement. University of California, Office of the President, at a quarterly risk management conference for 48 campus and non-campus risk managers in attendance.
Involvement: In 1981, the California Association of Joint Powers Authorities (CAJPA) was created to provide accreditation standards, accreditation achievement, advocacy, and later education and training to its members. As an initial member of CAJPA accreditation committee, standards and protocol were created and presented to the board of directors for approval.
Insurance weekly newsletter. In 1981 Smart’s Insurance Bulletin was bought and publication continued for eight years. The 1000 subscribers across the nation included insurance companies home offices and risk managers.
Creation and management 1986-1996: The MCRMA board of directors approved          several weekly serial training for the members’ employees including Being a Manager & Your Responsibilities; Back Injury Prevention 24/7; Stress Management Techniques; and Dealing With Difficult People.
Creation and management 1997-2003; The FDAC-FASIS executive committee approved a series of regional workshops for its members on Employment Issues. The series was present several times. The same workers’ compensation defense law firm created a mock workers’ compensation trial for its annual risk management conference.
Present Memberships: RIMS: Risk & Insurance Management Society. Past Memberships include PRIMA: Public Risk & Insurance Management Association, PARMA: Public Agency Risk Management Association and CAJPA.
