I-405/SR 167 Express Toll Lane Critique, Alternatives, Lobbying (40 miles).  Working with the Eastside Transportation Association monitored and critiqued devolution of I-405 Master Plan with its adopted two new general purpose lanes each way into an express toll lanes operation.  Activities included analyses and presentations to Bellevue City Council, State Legislature (House and Senate), Eastside Transportation Partnership (all eastside elected officials and staffs), the Washington State Transportation Commission, and the Executive Advisory Group providing oversight for the project.  Produced several papers and formal memoranda including:  WSDOT is Rewriting the History of the I-405 Master Plan; Memorandum to Legislature re HB 2071 -- Establishing SR 167 as a permanent eligible toll facility (inadvisability of this action); I-405 Express Toll Lanes – How would you fix it?;  Memorandum to ETP re 2017 ETP Legislative Agenda.
