City of Burlington GMA based Transportation Element of Comprehensive Plan, Burlington WA. Initially developed and recently updated the Transportation Element consistent with GMA requirements. Original study included inventory and analysis of existing, establishment of level-of service policy, Development of employment forecasts, forecast of travel demand for base and one future year with finely zoned traffic forecast model, estimate of future needs, system analysis of alternatives, revenue and expenditure estimates, capital cost estimates, concurrency check, and staging. Recent work included update of inventory, land use forecasts, functional classification plan, travel demand model, system alternatives analysis, and recommended plan. Also assisted city with capital cost estimates and development of area-wide traffic impact fee. Previously prepared two specific facility oriented traffic fee models.

City of Mount Vernon Model Update and System Analysis for Transportation Element, Mt Vernon,WA. Initially developed and subsequently updated the city’s traffic model which included an update of; existing land use including permitted and occupied uses, future land use estimates with cross checks against buildout totals, external station volumes, roadway model network, and coordination of a thorough update of traffic counts. Prepared traffic model calibrated against existing year traffic counts and 20-year horizon model and conducted multiple system loading analyses for development of the Transportation Element.

SR 161 Corridor Analysis between 8th St E/Milton Way and 36th St E, Edgewood, WA. This project involved an extensive traffic forecast and designanalysis of 5 alternative corridor designs along a twomile section of to-be-widened section of SR 161. Theanalysis included development of long range (25-year)traffic forecasts post-processed based on existing trafficcounts and the Pierce County model, incorporated traffic diversion effects of surrounding major WSDOThighway project plans, development of a local area model windowed out from the County model withextensive zone expansion and future land use updatesbased on the Edgewood Comprehensive Plan, anddevelopment of AM and PM peak hour turningmovements at 15 signalized and unsignalizedintersections. Recommended plan sought to minimize pavement width through creative alternative laneconfigurations and intersection designs.

City of Duvall GMA based Transportation Element of Comprehensive Plan, Duvall WA.  Developed Element consistent with GMA requirements study included inventory and analysis of existing, establishment of level-of-service policy, development of employment forecasts, forecast of travel demand for 2000 and 2012 with finely zoned traffic forecast model, estimate future needs and system analysis of alternatives, revenue and expenditure estimates to 2012, capital cost estimates, concurrency , staging, traffic impact mitigation fee structure.
